In 2000, to keep up with the development of the information industry in the internet age, the Legend Group (now Legend Holdings Corporation) founded a spin-off company called Holdings Limited (hereafter referred to as DC Holdings). In 2001, it was listed on the Main Board of the Hong Kong Stock Exchange (Stock code 00861.HK).

DC Holdings now owns four listed companies with a combined total of over ten thousand employees: DC Holdings (00861.HK), DCITS (000555.SZ), Digiwin Software (300378.SZ) and (02280.HK).

DC Holdings is a target of the Ministry of Science and Technology’s “863 Program” and one of the four core enterprises listed by Beijing’s “Ten-Hundred-Thousand Project” to be included in the allocation of 100 billion yuan. DC Holdings has been one of Fortune China’s Top 500 Chinese Companies for five consecutive years and one of Forbes Asia’s Fab 50 for four consecutive years. In 2014, DC Holdings was awarded “Special First Class Qualification For Information Systems Integration and Certificate of Key Enterprise with Safety and Reliability” by the Ministry of Industry and Information Technology.

DC Holdings’s Impact
  • In 1956, the newly founded People’s Republic of China began researching computing technology in order to help the national defense effort and bolster the national economy. The Institute of Computing Technology later established by the Chinese Academy of Sciences laid a solid foundation for DC Holdings to explore the IT service industry and paved the way for the company to continue down the path of IT services.

  • In 1984, the Institute of Computing Technology invested 200,000 yuan to establish Legend, a group made up of Liu Chuanzhi and ten other science and technology specialists. It was in the small offices of the Institute of Computing Technology that the Legend Group began its initiative: serving the country through industrial development.

  • In 2000, the Legend Group (now Legend Holdings Corporation) founded a spin-off company called DC Holdings Limited.

  • DC Holdings has had long-term collaboration with leading IT companies including IBM, Cisco, HP, Oracle, Microsoft, Symantec, Toshiba, Epson, EMC, and SUN. DC Holdings is committed to introducing the most advanced IT products, solutions and tools with the goal of constantly pushing forward the development of information technology in China.

  • In 1999, DC Holdings began to develop operational and support systems for Liaoning Mobile. This was the first successful application of the Boss mobile system in China. DC Holdings then introduced the BOSS system for several telecom companies in succession including Henan Mobile, Anhui Mobile and Beijing Unicom. This accelerated the development of China’s telecommunications market and kicked off DC Holdings’ major entry into software development and IT services for the telecom industry.

  • In 1991, DC Holdings began designing and testing China’s first unified, WAN-based taxation system for the State Administration for Taxation, called the China Taxation Administration Information System (CTAIS). This system has created gigantic economic benefits for the entire country.

  • In 2000, DC Holdings launched Sm@rt Banking, the first generation of solutions for banking integration utilizing information technology. Sm@rt Banking officially entered the financial consultation service domain in 2003.

  • China’s first e-business platform, e-Bridge, officially began operations in September 2000.

  • In December 2001, DC HoldingsDC Holdings joined hands with Data Systems Consulting Company Limited to establish the DC Holdings Management System Limited. This joint venture offered ERP planning management and operational services to a variety of Chinese enterprises.

  • On October 18, 2002, DC Holdings established a software company seeking to drive innovation and exploration in the field of software services.

  • After launching China’s first IPv6 interchangers in 2004, the product line of interchangers and routers for DCN Global (Yunke China Information Technology Limited, a company owned by DC Holdings) passed the IPv6 gold certification in 2015. This made DC Holdings an IPv6 network equipment manufacturer with comprehensive coverage of certified products as well as the most extensive commercial deployment of any IPv6 technology system. It was also the earliest company to pass such certification.

  • From 2006 to 2010, DC Holdings has held five consecutive annual meetings on innovation to strengthen communication with government, universities and organizations, as well as established companies and experts in the field in order to continuously promote management and technology innovation.

  • In 2006, DC Holdings signed an agreement with the Liaoning Taxation Bureau to develop software based on a calendar system for its third period tax project, pioneering interconnectivity between national tax and property tax payments.

  • In 2007, DC Holdings issued ModelB@nk2.0. This integrated and comprehensive banking program has an SOA framework allowing it to provide optimized industry solutions. It has also produced China’s first published study on the topic, “Financial Data Modeling.”

  • In May 2007, DC Holdings developed software based on the PADIS Project to predict world populations. After its release, this software was both recognized and promoted by the United Nations.

  • CE-1 satellite was successfully launched on October 24, 2007. DC Holdings was responsible for implementing the “Ground Application System,” one of the five major systems used by China’s lunar exploration program. This successful implementation contributed to the success of the lunar exploration program.

  • The opening ceremony of the Beijing Olympic Games took place on on August 8, 2008. The computerized scheduling system that was used by the city’s public transportation during the games was designed by DC Holdings and was successfully rolled out immediately before the opening ceremonies. DC Holdings received high praise from both the party and state leaders for providing comprehensive services to the Beijing Olympic Games and the Beijing Paralympic Games.

  • In 2008 DC Holdings took on the responsibility of designing and running the core system for the national strategic reserve. Relying on a superior material reserve structure and its own management capabilities, DC Holdings was able to offer superior information technology services to core clients such as the China National Cotton Reserve Corporation and the China Grain Reserve Corporation.

  • In 2008 DC Holdings combined its software and service businesses, creating DC Holdings Information Technology Service Company Limited (later renamed DC Holdings Information Technology Company Limited, with the abbreviation “DCITS”). The establishment of DCITS has served to promote software technology innovation and the continued development of IT services within DC Holdings.

  • The DC Holdings Engineering Academy was founded in 2008. Since then it has established four leading, well-managed research bases in China. Today DC Holdings employs a total of over 5000 research and development personnel.

  • On November 24, 2010, DC Holdings issued Taiwan Depositary Receipts (TDR) which were then successfully listed on the Taiwan Stock Exchange. They became the biggest batch of TDRs issued that year.

  • From 2009 to 2011, due to the successful implementation of IT service strategies and a rapid growth in performance, DC Holdings was named one of “Asia’s Fab 50” by the internationally acclaimed financial magazine Forbes China.

  • In 2011, DC Holdings was for the first time named one of the “Most Innovative Chinese Enterprises” by Fortune China. In 2010, DC Holdings was listed among the top 100 companies of Fortune China’s “Top 500 Chinese Companies” for three years in a row. Further, it continues to be ranked the number one company within the information technology service field.

  • After the Yangzhou citizen card was successfully debuted in 2009, DC Holdings began to expand its citizen card program to Chinese cities and domestic services. Regarded as a major breakthrough, this program marked the beginning of DC Holdings’ Sm@rt City strategy.

  • On November 18, 2010, over 130 world-class manufacturers and nearly 2000 channel partners, media and investors witnessed DC Holdings’ launch of its “Sm@rt City” strategy. At the same time, it kicked off the expansion and exploration of the “Sm@rt City” strategy into a diverse range of fields.

  • In 2011, DC Holdings celebrated the 10th anniversary of its initial public offering. This event served as an exciting opportunity for the entire staff to gather together in celebration of their accomplishments, heralding another ten years of success and innovation to come with the implementation of the Sm@rt City strategy.

  • DC Holdings has offices in buildings, science and technology parks, and e-commerce centers located in Beijing, Shanghai, Chengdu, Guangzhou, Wuhan, Xi’an, Shenyang and Jinan. By developing science and technology parks as incubation sites for modern high-tech industries, DC Holdings has focused on creating regional industrial chains to serve its network of smart cities. All this is part of an infrastructure put in place to pave the way for the smooth implementation of its “Sm@rt City” strategy.

  • Today, DC Holdings’ Sm@rt City strategy of has already been implemented in close to 100 Chinese cities. The company has also signed Sm@rt City strategic agreements with over 40 cities covering a wide range of issues including, for example, smart city consulting and planning, smart city IT infrastructure building, as well as smart city construction and operation.

  • DC Holdings places a high priority on farmland, modern farmers and agricultural products. It utilizes online resources to create fully integrated, modern agricultural industrial chains. These chains connect farmlands to agricultural products, production to marketing, as well as online to offline activities. In May 2014, Zhongnong Xinda, a leading agriculturural information company, won the title of “Top Name in Agricultural Information Technology.” Following this, DC Holdings invested in the creation of Clesun Tech, with the goal of moving to the top of China’s internet agriculture technology field.

  • In April 2015, DC Holdings cooperated with SMTCL and Everbright Financial Holding Asset Management Company Limited to set up iSESOL, a cloud based computing company. iSESOL took Industry 4.0 and the concept behind “Internet” as its framework. It then used numeric control equipment as its base and adopted an approach based on high-end services for industries. Utilizing all of these approaches, it shaped a vast amount of social resources into a social and synergized cloud manufacturing service platform. iSESOL aims to offer one-stop cloud manufacturing services for both large businesses and individual clients, creating a new manufacturing ecosystem.

  • DCITS, which belongs to DC Holdings, aims to use cloud computing to create a new brand of financial cloud services. At the forefront is the DC Holdings Financial Information Cloud, a service which will provide banks with professional services including software development and technical services, consulting, and information technology outsourcing. DCITS is a leading financial IT company widely recognized in the industry. At present, its financial cloud is being used in 23 provinces and cities and serves over 200 clients.

  • Working with China’s cancer hospitals and treatment centers, DC Holdings has made efforts to apply information technology to the medical field. At the center of these efforts is its “cancer cloud,” China’s biggest data platform for tumor and cancer information. By the end of 2015, DC Holdings completed the construction of its “One Database, One Website” plan, which included tumor data from 30 provincial cancer hospitals, 128 municipal cancer hospitals and 1,000 oncology departments. With the help of these large data pools, accurate medical treatment will be more accessible, and the success rate of cancer treatment nationwide will see an increase.
